Motorcyclists not always at fault for Las Vegas accidents

Whenever a car turns left into a motorcyclist, critically injuring or killing the rider, the inference always seems to be that the cyclist was at fault because of speed. Is it possible that the vehicle’s driver just wasn’t paying close attention to actually driving?
