Silverado Ranch extension coming

This week readers want to know whether there is any news regarding extending Silverado Ranch Boulevard to Decatur Boulevard in the southern Las Vegas Valley; what are the DMV rules if you split time as a resident in Nevada and another state; and are there any upcoming closures on the Summerlin Parkway.
Stan asks: When is Silverado Ranch Boulevard going to be extended to Decatur Boulevard?
I’ve got good news on this front.
The Clark County Public Works Department plans on having the intersection open by the end of August, spokesman Bobby Shelton said.
The current holdup is waiting for the installation of a traffic signal at the intersection, Shelton said.
That should be done within a few weeks.
This will be a great relief to drivers who suffer having to drive south on Dean Martin Drive to Cactus Avenue as a detour to Decatur.
J. Callahan asks: We have a home in Arizona and one in Nevada. We spend about seven months in Arizona and five in Nevada. How does registering your vehicle and drivers license work? I know you’re supposed to register after 60 days, but I cannot be registered in two states at the same time. Can you clear up this problem for me?
It comes down to where you place your legal residence.
If it is in Arizona, then the Nevada Revised Statutes would define you as a seasonal resident, and therefore you would not be subject to registering your vehicle in the state or getting a Nevada drivers license.
Nevada Administrative Code 481.005 defines a seasonal resident as someone who resides in the state for at least 31 consecutive days, maintains a temporary residence in the state, returns to his home state at least one time during the year, is registered to vote or pays income tax in another state, and does not engage in a “trade, profession, occupation or gainful employment in this state.”
Tom Jacobs, spokesman for the Nevada Department of Motor Vehicles, told me that you can qualify for a Nevada seasonal identification card and still keep your Arizona license.
A seasonal identification is not required by law, so you don’t need it, but it is available to ease any legal concerns.
Kathy asks: Will there be any more closures on Summerlin Parkway?
I’m glad you asked, because there will be.
Beginning at 11 p.m. Friday through Saturday morning westbound Summerlin Parkway, between U.S. Highway 95 and Buffalo Drive will be closed, the Las Vegas Public Works Department announced.
This means you won’t be able to access westbound Summerlin Parkway from either northbound or southbound U.S. 95.
The closure is because of the construction of the $7.9 million Tenaya Way overpass.
Consider this alternative from either northbound or southbound U.S. 95: Exit at Rainbow Boulevard, head south on Rainbow, west on Westcliff Drive, north on Buffalo Drive to the Summerlin Parkway interchange.
Work on the project began in January and is supposed to finish in October.

The onramps and offramps from Martin Luther King Boulevard to U.S. Highway 95 and Interstate 15 will be closed from Aug. 3 to Aug. 15 because of the Martin Luther King Boulevard widening project, the Las Vegas Public Works Department announced. The closures are necessary as crews repave Martin Luther King under U.S. 95. During the closure, the onramps to I-15 and U.S. 95 south will be closed, as well as the offramp from northbound U.S. 95. On Aug. 15, those three ramps will reopen. Officials estimate that the onramp to northbound U.S. 95 and the offramp from southbound U.S. 95 will open by mid- to late September. The $45 million widening project, which stretches on Martin Luther King from Alta Drive north to Carey Avenue, is expected to finished by spring 2010.Traffic at the junction of U.S. Highway 95 and state Route 163 will be reduced to one lane of travel in each direction during a paving operation through 5 p.m. Friday, the Nevada Department of Transportation said. Motorists should expect delays at this interchange between Las Vegas and Laughlin.
The Nevada Department of Transportation announced the following updates to the $240 million Interstate 15 north widening project:
• Lake Mead Boulevard at I-15 will be closed in each direction from 9 p.m. to 5 a.m. daily Monday through Friday.
• The Lake Mead Boulevard onramp and offramp to and from I-15 northbound will be closed for the next two months. Motorists should use the Washington Avenue onramp.
• The I-15 southbound exit to Lake Mead Boulevard is closed through September.
• The Washington Avenue/D Street offramp from I-15 southbound will be closed through September.• D Street at I-15 will be closed from 9 p.m. Aug. 4 to 5 a.m Aug. 5, from 9 p.m. Aug. 14 to 5 a.m. Aug. 15, and from 9 p.m. Aug. 15 to 5 a.m. Aug. 16 for deck pours.• The Washington Avenue/D Street offramp from I-15 northbound is expected to reopen Aug. 18.
