Two arrested in fatal shooting at Las Vegas apartment complex

Two men have been arrested on murder charges stemming from a Sunday night slaying linked to gangs.
Steven Arroyo, 19, and Dominic Commisso , 18, were being held without bail Thursday at the Clark County Detention Center, records show. Both men face recommended charges of murder with a deadly weapon and four counts of attempted murder with a deadly weapon.
Police said Charles Lamont Taylor Jr., 21, of Las Vegas was killed after a confrontation at 2200 Torrey Pines Drive, near Lake Mead Boulevard.
Taylor was sitting on a wall at the Avery Park Apartments with several friends when two men approached about 8:30 p.m., police said. After a confrontation, police said one of the two suspects pulled a handgun and shot Taylor, who later died at University Medical Center.
According to arrest reports for Arroyo and Commisso obtained Thursday, police allege the two suspects are members of a gang called “Loco Boys.”
The report stated Taylor was with a group of friends when the Sunday night shooting happened. One of Taylor’s companions identified one of the two suspects by the name “Scandals.”
Police said witnesses described a second man with Scandals as wearing a black baseball cap with the letters “LB.”
Scandals, later identified as Commisso, drew a handgun and shot Taylor several times, according to the report. Police said witnesses to the shooting identified Commisso as the shooter from a photo lineup.
Witnesses also told police that the suspects in Taylor’s shooting were carrying bags from Taco Bell. Police reviewed surveillance video from a nearby Taco Bell that showed Commisso with Arroyo, who was wearing a black cap with the letters “LB” emblazoned on its front.
Police said the gang-motivated shooting was unrelated to the shooting at a funeral last week. That incident, where seven people were injured, also was gang-related, police said.
Both Commisso and Arroyo are expected to appear in court this morning.
