About 3:10 a.m. March 3, 2019, Roy Scott called 911 to report three suspicious men outside his apartment, but Metropolitan Police Department officers found no men. Scott, who suffered from schizophrenia, threw down a pipe and handed over a small knife before he was handcuffed and began to struggle with police. An officer knelt on his back for a minute and a half, and he was later pronounced dead at a hospital. Scott’s daughter on Wednesday filed a wrongful death lawsuit against Metro.
