Assembly approves special session resolution

CARSON CITY — The Nevada Assembly passed a resolution that would empower lawmakers to call themselves into special session in limited circumstances.

Assembly Joint Resolution 5 passed Friday on a party-line vote of 25-16, with one member excused. It moves to the Senate.

The Nevada Constitution states that only the governor can call a special session; proponents say that vests too much power in one person.

AJR5 would change the constitution to allow a 20-day special session for disciplinary proceedings, emergencies or reconsideration of vetoed measures.

The resolution passed in the 2009 session. If it passes both houses this session, it will go to voters.
