Teacher’s Health Trust dismissed from labor complaint

The state’s Local Government Employee-Management Relations Board voted Wednesday to dismiss the financially beleaguered Teachers Health Trust from a dispute between the Clark County School District and the teachers union which controls the trust.

In April, the district filed a labor complaint against both parties, claiming the Clark County Education Association bargained in bad faith when it failed to provide information about a proposed merger between the teachers health trust and a separate health plan for retired teachers. The union challenged the trust’s role in the dispute and asked the EMRB to dismiss it from the case.

All three members of the board voted for the dismissal after determining the district had recognized the union, and not the trust, as the exclusive bargaining agent for its members, according to EMRB Commissioner Bruce Snyder.

The board is scheduled to hear arguments from the district and union on Aug. 18 to 20.
